It says I must restore the bootcamp partition to MacOS and presumably reinstall Windows. My first inclination is to update the Bootcamp Windows drivers, but I am not permitted to download the drivers when I go to the macOS Catalina Bootcamp utility. At least it is associated if not causative. I don't quite understand how updating to macOS Catalina would affect Bootcamp, but there you have it.
